Measures of the State Anti-Corruption Programme in the Defence Sector: Status of Implementation and Challenges

The State Anti-Corruption Programme for 2023-2025 (SAP) envisages 75 anti-corruption measures in the defence sector. Their implementation should address five key problems in the sector. These include inefficient management of defence land, non-transparent procurement of goods and services, corruption risks in the formation of personnel policy, an inefficient model of control over defence products, and abuse in the provision of housing for servicemen. Representatives of the National Agency for the Prevention of Corruption (NAPC), government agencies, StateWatch think tank and the public discussed the first results of the implementation of the APA measures.

According to the NAPC's monitoring of all the measures of the Action Plan, the authorities have fully or partially implemented almost 25% of its measures. In the defence sector (clause 2.6 of the APA), this figure is somewhat lower: out of 75 measures, 12 measures (16%) have been fully or partially implemented. Of the measures to be implemented during the period from March 2023 to March 2024 in the defence sector, one third have been fully or partially implemented.
