A new civil service paradigm

Obviously, the current civil service (and public administration) reform of 2015-2016 has reached a dead end (except for the provision and digitalisation of administrative services, where significant progress has been made in recent years). There are several reasons for this, and they have been repeatedly written about and discussed at various levels. The main ones are as follows:

Lack of real political leadership of the reform in all governments from 2015 to the present;
unwillingness and sabotage of the reform by the state's governing elites for various reasons.

As a result of these factors, there is inconsistency and low persistence in implementing the reform in its main areas (civil service reform; reform of the apparatuses of ministries and other central executive bodies (CEBs - services, agencies and inspectorates); development of state strategic planning; analysis, formulation and implementation of state policy in various areas and sectors - i.e., the areas of ‘people, structures, processes’).

In general, citizens believe that the performance of the state authorities is deteriorating or remains unchanged in many areas. Thus, the majority of respondents express distrust in the state apparatus - 75% do not trust officials. Thus, the level of trust in the civil service and its effectiveness in Ukraine remains quite low, which still indicates the need for deep reforms and increased transparency and efficiency of state institutions.
